TortoiseSVN falls out of step with repository

Hi all,

I use TortoiseSVN 1.6.4, Build 16808 - 32 Bit on Windows XP and
recently I met a problems when client has fallen out of
synchronization with SVN repository.

I think those steps reproduce a problem:

1. I have a reach and deep structure of folders
2. There is an non-versioned subtree i.e. there are some unversioned
folders containing unversioned files
   (one folder and file is enough)
3. I issue Commit command
4. Commit form is shown with correct summary of changes
5. I check non-versioned folders and files on
6. I execute commit operation

TortoiseSVN performs commit operation and completes it with no errors.
In the Windows explorer, all implicitly added folders and files are
shown as commited with green check mark and consecutive commit/update
does nothing.

But those folders ARE NOT IN REPOSITORY AT ALL and it was relativelly
difficult for me to restore TortoiseSVN back to be synchronized with
repository.

Applying the same routine for files only works O.K. i.e. once folders
are added into repository explicitely by add command, files can be
added implicitely.

Did I missed something importent or is it a bug?
