I think I understand now that I have some experience with the behavior of TortoiseSVN's properties. It seems to me that the documentation should be updated to read:

"For tsvn:, bugtraq: and webviewer: properties you can use the Recursive checkbox to set the property to all sub-folders in the hierarchy, without also setting it on all files."

This would correctly describe the behavior I have seen with tsvn:, bugtraq:, and webviewer: properties.

The same 'Set the Properties on Folders' box is also present on the bugtraq properties page,
