Empty Revision

Is it possible to create a new revision using TortoiseSVN that
contains no changed files?

An example scenario to better explain what I'm looking for is as
follows. Lets say a development team is actively working on a
branch. One member of the team decides to run through a series of
tests to check the quality of the code on that branch periodically.
If the developer decides that the code meets her level of satisfaction
then she may want to place a comment on that branch to indicate this
even if no files were changed. Of course, you could make a branch to
achieve the same purpose, but then you might run the risk of branch
proliferation.
