1.6.4: Windows Server 2008 on virtual machine: No shell extensions showing

Hello,

I have a Windows 2008-based virtual server which I am accessing through RDP.
Installing TortoiseSVN works fine, but no shell extensions show up at all.
Following a hint in the mailing list, I tried downgrading to 1.5.0 -
also to no avail.
I am logged in as Administrator, with the same account I installed
Tortoise with.
I have restarted the server after each change.
VisualSVN is installed on the same server but that shouldn't affect things.
My first thought was that it is something Server 2008 specific, but
there are people happily working with Tortoise on Server 2008 all around
the internet.
I am using this primitive RDP client that is shipped with Windows XP Pro.

Feedback and ideas would be much appreciated.
