I suggest you read up a bit on subversion. You need to understand the
concepts of Repositories and Working Copies. Without that basic
knowledge you will shoot yourself in the foot at some stage.

Try http://svnbook.red-bean.com/ and/or the TSVN manual.

As to your question: usually people work directly on the files in a
working copy.

Special circumstances may require a different workflow (if the place
where the files need to be cannot support the working copy format for
example).
