TSVN currently uses the extended menu system - hold down shift and
you'll see additional commands in the list.

It sounds to me like you don't want Tortoise, the benefit to TSVN is the
icon cache and the menus on explorer. If you restart explorer after
reg/unreg the com server, it'll be a lot of hassle and you'll have to
wait for the icons to be read.
There are several stand-alone subversion browsers that allow you to
operate on the repository without needing tsvn -
