Nope, even Win2k would be fine.

HKCU\Software\TortoiseSVN

But I suggest you turn off your virus scanner and then doubleclick on
TortoiseProc again - it should really start or at least throw an error.
If it doesn't start at all, then there's something seriously wrong on
your setup.
