Just out of curiosity, do you have a Nvidia video card in your
machine?
http://stackoverflow.com/questions/826870/why-does-my-program-consume-100-cpu-under-nvidia-nview

I was having the same problem with TSVNCache.exe on my machine, which
as a NVidia Quadro 1700M and the original Dell drivers with nView
enabled and found the same issue. Now that I'm running WHQL drivers
directly from NVidia, the problem has gone away.

Just a hunch. ;-)
