How to: Settings so that certain file are not checked for commit by default?

In my SVN local copies, I have a couple of modified ".config" files
that I should not commit to the main repository since those files have
been modified to fit my own local settings.

In order to avoid making a mistake, that is to say committing the
modified ".config" file, I would like to configure tortoise SVN so
that those files appear as "unchecked" by default when committing.

Any idea how to do that?
