Unversioning versioned files

Is there a way to remove files from the repository so that they won't get deleted when somebody else does svn update?
I tried the "Delete (keep local)" action that is shown in the context menu when you press shift while right-clicking a file in windows explorer, and the file stayed in MY directory where I did the action, but got deleted when I updated the directory in another place.

There are some files that are needed, but shouldn't be in the repository, that ARE in the repository anyhow, and I'd like to make them unversioned without them getting deleted from other people's workstations.
Sure, they can be added to everybody's ignore-on-commit changelist. Or I could instruct everybody to copy those files elsewhere, update the workspace, and then copy them back.
But I'd prefer a way to just make them unversioned without the update process removing them from other workstations.
