The language pack installer doesn't really 'install' but only copies the
files to the TSVN install dir. So they're not uninstalled with an
upgrade, only if you deinstall TSVN then they're removed.

Seems like some 'security' app interfering with the command line of
TortoiseProc.
The error is in German if the error is a system error - the windows API
that returns the text for a specific system error always returns the
text in the language of the OS.
