svnserve daemon

Hello,
i use the svnserve daemon with 'anon-access = write' in the configuration file. Everey time i make a new repository with 'TortoiseSVN->Create repository here', i have to edit the svnserve.conf-file to fit my requirements. My question: is it possible to define something like a default svnserve.conf-file which is used by the svnserve daemon to create the new svnserve.conf-file, so that i don't have to edit it again and again?
