At a guess, I would say the open/closed terminology for branches is geared
towards feature branches, rather than release branches. While work is still
being done on the branch, it is 'open'. Once those changes have been merged
back into the trunk (or the branch's source), then it is then closed.

As mentioned, this is purely a guess - someone else here may be able to
provide further insight.
