svn+ssh : cygwin svn vs. TortoiseSVN

I am trying to set up a new user with TortoiseSVN using a remote svn
+ssh URL address. When I use the cygwin command line:

% svn ls svn+ssh://user@name.com/Projects/trunk

I have no problems listing the contents of the repository.

When I use TortoiseSVN with the same URL, TortoiseSVN reports,
"repository not found".

NOTES:

1) I am using the c:\cygwin\bin\ssh.exe for the SSH specification in
the TortoiseSVN Settings.
2) I successfully added the user's private key using ssh-add. This is
demonstrated with the cygwin command line success.
3) The TortoiseSVN appears to be activating the ssh.exe.
4) I have tried accessing the same URL with my computer using my
private .ssh key on another computer, without issue.
5) I have verified the "user";s .ssh directory structure on the
name.com machine (Suse LINUX).

What setup switch am I missing?
