BUG: "Select items automatically" doesn't work when you have files on "ignore-on-commit" change list.

I recently upgraded my TortoiseSVN to 1.6.3.16613
and I found the modified files are not automatically checked in committing
even though "Select items automatically" option is on in the settings dialog.
So I digged the problem a little bit and
I came to know it happens only when I have one or more files
in the ignore-on-commit change list.
According to my test with my local SVN repository,
this is always reproducible. ( See the attached image )
