Upgrade failed - "Entry Point Not Found" error

I downloaded TortoiseSVN-1.6.3.16613-x64-svn-1.6.3.msi and upgraded my XP 64-bit box. After what appeared to be a successful install I restarted but now when I launch TortoiseSVN I get an error:

"[TortoiseProc.exe - Entry Point Not Found]
the procedure entry point apr_file_buffer_set could not be located int eh dynamic link library libapr_tsvn.dll"

Any one else see this?

FYI, the TortoiseSVN icon is targeted at: Y:\TortoiseSVN\bin\TortoiseProc.exe /command:rtfm
