I suppose you create a local repository with tortoiseSVN on your windows
PC. The externals should look like this (note the ///):

file:///D:/SVNrepository/folder1 folder1

where D:/SVNrepository is the path to the local repository

By the way right clicking on the local repository and opening the
repo-browser should give you the URL.
