Hi Stefan,
I finally found the bug and know how to reproduce this problem again in my Windows Vista.
In the TortoiseSVN Settings dialog, when "Show overlays and context menu only in Explorer" checked in "Icon Overlays" tab. The right-drag menu just don't show up. When I unchecked this option, the right-drag menu just show up normally.
I think it's a bug. Would you please take a look what's going on? Thanks!
