I would like to keep under repository control only those files in my sandbox but how could I do that? I don't want to risk deleting  files from the server . I was looking under the menus and the docs but I haven't found a way to remove a file from TortoiseSVN control  without removing the file itself.

I'm not sure what you are asking. If a file has been removed in the
repository then you only need to update the working copies and the
file will be deleted from the old location and added in the new one.
You cannot delete a file from your working copy if it still exists on
the server at that URL.
