Problem with TortoiseSVN bug?

Hi Guys,

When I run Explorer from the command line with a path in it the
TortoiseSVN menus don't appear in the context menu neither does the
checkout icons appear e.g:

Explorer.exe d:\SomeSVNDIr

I use this way of working to get tocommon folders quickly using
Launchy (quick launch application) ..I'm using build 16129 - 64 Bit
