Keyword Auto-Update?

Somehow I had gotten the impression that the keywords, such
as "$Rev$", etc., would be automatically updated each time
the project was committed. That does not seem to be the
case.

I have a file that contains keywords "$Rev$" and "$Date$",
expressly for the purpose of displaying them to the user.
But those keywords are only updated if that file itself is
changed. And not a trivial change either, such as "insert X,
delete X, save". TSVN apparently runs a diff to determine
if the file is changed, not just the timestamp.

So this means programmers can make hundreds of changes
all over the place, and unless they remember to "touch" this
one particular file, the "About" box will still read "$Rev: 1 $".

Did I invent new functionality, or am I just missing something?
