Visual C++ Runtime error on machine startup after installing tortoise

After installing tortoise on a Toshiba laptop I get the normal request to restart at the end of the install.
When the PC restarts I get an error before the user login screen and then cannot finish starting up. Have to boot in safe mode and return to restore point to rescue PC again.

Error message is
"Microsoft Visual C++ Runtime Libray
This application has requested the Runtime to terminate in an unusual way. Please contact the application support team for more information"

My co-worker has tortoise installed on an identical Toshiba laptop and eveything is fine.

Have tried installing the
version my co-worker is using
TortoiseSVN-1.5.9.15518-win32-svn-1.5.6
and also latest version
TortoiseSVN-1.6.2.16344-win32-svn-1.6.2
Both produce same error

I have Visual C++ 2005 redistributable installed and have also tried installing 2008, neither solves the problem.
