I am also seeing issues with externals on 1.6.1
I have been trying to add them all afternoon and Tortoise is not updating them.
However, if I check out with a command line svn client (v1.5.2) then all works fine and I get the externals I had created.
If I then update this Working Copy with Tortoise then it sees and updates externals and updates the working copy format ok.
If I update a different working copy from the one I added the externals in it also works as well.
So this looks to be a wierd Tortoise Bug when creating externals!
