No UI appears after a new install of 1.6.2

I have a very strange problem. A colleague who had quite happily been using
1.5.8 version of subversion updated to version 1.6.2 which appeared to go
fine. Once this was done a right click on an existing local copy produced
the expected context menu but selecting any of the menu items resulted in a
big, fat nothing. No dialog of any kind could be coaxed out of the menu at
all. Tried checking out a fresh copy but got the same behaviour.

My immediate thought was to remove Tortoise and re-install which I did. No
difference. Un-installed, removed all Tortoise related directories, and
removed all references in the registry. Re-installed. Still nothing.

Checked that the TortoiseProc process appeared when a menu item was selected
- appeared (or at least I think it was that process, but it wasn't around
for very long.)

At this point I un-installed once more and installed 1.6.1 which I and some
others have successfully runing on the same repository. No change at all.

I'm assuming that something's got screwed up in the registry with the shell
integration (though, as I say, the menus all appear correctlly) I've been
hunting around for some sort of debug output I might be able to coax out of
Tortoise but the only thing I can come up with is the debug setting in the
registry which isn't helping as it displays its output on the dialogs which
I can't get to.

Has anyone come across this behaviour before? How do I track down what's
happening?

Any help greatfully appreciated.
