High Memory Usage

When committing a folder with a large number of small files (several
thousand tiny .PNG files of various sizes, 16x16, 24x24 etc totaling about
24 MB) the memory steadily grows and eventually exceeds 1.5 GB virtual
memory and 500 GB physical memory. It most likely continues to grow but I
have to kill the process before it gets higher due to memory limitations.
The whole process runs for about two hours just for the 24 MB and never
completes before all available RAM is used. Why would 24 MB worth of files
need 2 GB of memory to commit?

 

Environment is Windows XP SP3 with 2 GB ram.
