Or just browse into that folder and right-click on the folder background.

I had the beta installed and tested TSVN there. It worked without
problems, apart from as you've noticed the menu not showing up for the
libraries folder.
I won't install the RC but wait for the final release. I can get it from
MSDN as soon as it's there. That will give me enough time to implement
something so the libraries folder is handled better before Win7 is
officially available. But even then, you'd have to wait for TSVN 1.7 to
get these changes. Because that's not a bug as you claim (how can it be
a bug?) but a feature that's not yet implemented. And new features are
not merged back to the stable branch.
