Thanks. Unfortunately i've tried the invocation recipe above and all sorts of variants with no joy. i have isolated that adding of new svn:externals are working fine in tortoisesvn 1.6x against it's own created local tortoisesvn/svn file repository but the failure mode appears against my svn webdav http server which is at svn version 1.4.2. Perhaps this is a backward compatibility issue.
