Customizing TSVN update checks

Using information from http://tortoisesvn.net/hidden_registry , I want
to push out a registry tweak to my users to force them to check an
internal URL for TSVN updates, instead of them being prompted by the
public releases.

I checked my registry, and do not have
HKCU\Software\TortoiseSVN\UpdateCheckURL nor
HKLM\Software\TortoiseSVN\UpdateCheckURL . What creates these keys?

What is the format of the text file that's expected to be found there
(if I had the above keys, I'd just check that file myself)?

Can I point the user at a URL of my choosing for the upgrade download
(I'd host it on an internal server)?
