Branch/Tag broken

Branch / Tag is broken when files are locally changed, even in the newest version.

How I can reproduce:

1. Right click on checked out repository
2. Select Branch / Tag
3. Change the URL to whatever path you want
4. Select Working Copy
5. Check Switch working copy to new branch/tag

Expected result:

Files are copied to new branch

Actual result:

Files start to copy, then gives an error that the files are already there (which they are not)
