upgrade nukes shell icons

I upgraded tortoise against my better judgement (the nag was a nag), and
sure enough my icons dissappeared. The right click shell integration still
works, but no icons showing status of anything in explorer. This is why i
generally avoid windows shell integration applications. Im on Windows 64
bit. tried the 32 bit version no better.

I view this as bascially dead and will find another client. I dont have
time for this.
