TSVNCache locking up Windows Explorer

Hello.. I saw someone was having the same, similar issues.

Open windows explorer, it times-out and "does not respond". If I kill
the TSVNCache.exe process, it opens immediately.

Why is this occurring and is there a fix for the issue?
