Thanks for the log. A lot of information to go through :)
I don't know how TortoisePlink could get a handle to those files.
However I saw that there's an unlockerhook which could be interferring
since it hooks into those processes and does something with those handles.

I've committed a change in r16280 which should force TPlink to exit
sooner so that it *should* be closed before TBlame is started. No idea
if that helps in your case though.
Can you try the next nightly build from trunk and see if it helps?
