Gabriel,

try using svn.exe in CLI (cmd.exe) of the same version as in
TortoiseSVN. If it exhibits the same issue it is an SVN problem and you
must ask the developers of SVN, not TortoiseSVN (which simply includes
SVN kind of like a module).

Also try to get the exact error message, "or so" is possibly too fuzzy.
