Nag Dialog

When a new version is available, Tortoise pops up a NAG dialog (there's a reason they call it that. We do not want to update our tools until the team decides we a) need to, b) have enough time to test the new release.
The end result is everybody on the project eventually gets the nagging NAG dialog from Tortoise when using Visual SVN. It's more annoying than useful.
