Need help plz

To Whom It May Concern:
    I just installed TortoiseSVN software software. The reason to install this software is to share a tool or a file where multiple users can check in read, edit, update and check out. I checked the "HELP" but it's so confusing to me, since I am pretty new to this software. Would you please tell me how to use it? How can I add users and give them access?
