I had the same problem with TSVN 1.5.9 so this is reproduceable.
After removing the .svn folder on D:\ all the overlay icons stayed
there for all subfolders of D:\
also after restarting explorer.exe they stayed there. Finally killing
the TSVNCache process solved the problem.

that seems to be the workaround/solution
