Yes, the issue has been fixed. It was fixed in one of the 1.5.x
releases.
The easiest way to remove those svn:mergeinfo properties is to first
add it to each child folder and file under the root and then remove
them recursively. That works well if you have only a few folders
underneath the root folder. That also assumes that your were doing
all branching/merging at the root level. Just be careful not to muck
with the property at the root level.
