And I am pretty sure he meant that the link should point to the
actual download file, so that steps 1-3 would be skipped, as he wrote.
(and also step 4)

And there is no reason to not have another link in the dialog to the
Release notes.
Or show the release notes on the first page(s) of the install wizard.
(this is even better IMO).
