Um, they may have been. But 'applied recursively' isn't a flag that's
stored with the properties, as far as I know. When you're changing a
property you can check a box to have the change applied recursively, but
that's a one-time deal. And, specifically, I have added a new property
with 'apply property recursively', to the parent folder and this new
property does not appear when I add new folders as children.

Interesting, I didn't know that. It doesn't help me though; what I want
to do is add another property, and it's one that doesn't cascade
(svn:ignore).
