99% of the time this happens if there is a reboot pending and no more
actions can be merged into the current set.

So, reboot. Then try installing again.
If that doesn't work, get the msi cleanup tool from here:
http://support.microsoft.com/kb/290301
and remove any trace of any previous or failed TSVN installation.
