Can't move versioned folder.

I right-click and drag a versioned directory into another versioned directory and it tells me "unable to lock "destination directory"" and
suggests running cleanup. I've done cleanup on the source and destination directories, as well as all the parent directories, and
still get the error.

P.S. It seems impossible/difficult to register via the list serve. I even got a confirmation of subscribe acceptance, but even after that when I sent a message it still replied to my messages saying I wasn't registered, but gave no information on how to register.
