svn import is what you're after. I'm certain this is explained in the
book, http://svnbook.org/

PS - Please use a more descriptive subject than "subversion issue". As
these are mailing lists focused on Subversion, better than 99% of
posts could be classified as questions about a "Subversion issue". A
more descriptive subject helps everyone.
