Odd stuff. Do or did (!) you have any kind of security installed?
Symantec/Norton security software can be pretty aggressive while not
telling the user anything about it preventing other software from doing
it's job. (And deinstallation of said software routinely does not remove
all interfering bits and pieces.)

I haven't had a case of Symantec/Norton software interfering with
programs starting other programs, though, only with software using
networking.
