Defining Dependent Files

I have looked around quite a bit for this feature. Is it possible to
define a dependency between two files so that if File1 changes, File2
shows a bad state? For example, assume that we have identical image
files. One is a JPG and one is a PNG. If a filter is applied to the
JPG file, I would like to be able to apply a rule that the PNG will also
need that filter applied.
