Create the registry key
HKCU\Software\TortoiseSVN\Debug (DWORD)
and set its value to 1.

Then execute any TSVN command from the context menu.

A dialog will pop up showing the command line passed to TortoiseProc.exe.

If the command line has a /path:"" to a temp file, please also copy that
temp file somewhere before closing that debug dialog, then open it in an
editor (one that can deal with utf-16 files) and check the paths written
in that file.
