Hi,

Read D.1 appendix "TortoiseSVN Commands". There is a list of commands
that can be used at command line.
May be you want to use
"C:\Program Files\TortoiseSVN\bin\TortoiseProc.exe" /
command:repobrowser

I tried this and it opens a small dialog for enetering repository URL.
