Lock function in TSVN

Hello,

We have just started using SVN along with TSVN. We are using latest
TSVN version.

What we need is once a user has set a lock on file it should stay that
way even after committing updates. At present we have to manually
click the option " Keep lock" while committing update.

We tried to change the setting in config file as below

### Set no-unlock to prevent 'svn commit' from automatically
### releasing locks on files.
no-unlock = yes
### Set enable-auto-props to 'yes' to enable automatic properties

Even after this change TSVN behaviour it is still the same.

Am I missing something?
