Looks like I might have missed something here. It turns out that I was
putting username@ at the beginning of the URL when calling from the
command line.
This appears to resolve the problem of updating all the other files,
unfortunately it doesn't update the the mergeinfo at all. The other
way round I get the mergeinfo but on unaltered files. Behaviour is the
same in TSVN and command line so I guess its a bug in the svn library
(I did think it was odd that TSVN should behaviour any differently).
Guess better start looking to see what the svn developers have to say.
