Thanks for responding. I understand well that a new repository revision is created in response to either operation, and that a working copy often reflects mixed repository revision numbers.

I was trying to be careful in my terminology in my original post but let me rephrase:

Although all revision numbers are revision numbers of the entire repository, TortoiseSVN repo browser displays a "Revision" number for each item, which appears to be the repository revision number in which the item achieved the state it possesses in the overall revision on display in the browser.

This is the same number I would expect to see replacing $Rev$ on extraction and indeed some quick experiments seem to confirm that.

However, I haven't really said anything different here to my first question. Your answer seemed in complete agreement with my current understanding but irrevant to my question. What is it in my way of asking that seems incorrect to you and makes you think I'm missing a point about revision numbers? If we find that we can make progress...
