No, Stefan said the example you gave wouldn't work, which had
/path:svn://repo1/... /url:svn://repo2

Try creating a DWORD registry key at HKCU\Software\TortoiseSVN\Debug
with a value of 1. That should show exactly what parameters are being
passed to TortoiseProc.exe
